ORGANIZATIONAL MANAGEMENT
KEY CONCEPTS
Stakeholders are persons or groups who stand to benefit (or suffer) in some way as a
stems include
children and their families as well as members of society at large.
Organizational management competency includes working knowledge of regulatory
systems, understanding reasons for regulations, and ability to manage program within
those constraints.
Quality Rating Systems (QRS) have been established by several states to encourage
programs to exceed minimum standards.
Regulations covering child care facilities include zoning laws, building codes, the
American with Disabilities Act, and labor laws regarding safety, taxes, and garnishment
of wages.
Laws protecting the rights of individuals and families include the Individuals with
Disabilities Education Act (IDEA), Family Educational Rights and Privacy Act
(FERPA)and the Child Abuse Prevention and Treatment Act (CAPTA).
Three levels of planning include strategic (or master) planning, tactical planning
(specific goals and assignments), and operational planning (procedures or steps to meet
Directional planning (giving broad directions for staff to carry out) is contrasted with
Management by Objectives (MBO)which involves greater detail and follow up to
assess performance.
