Note: students should be able to apply their studies to real-world problems. This particular problem allows
students to relate conversion strategies to a real-world situation with which they may have some familiarity:
traffic congestion. This example may also give students a preview of the future of traffic management.
a. Briefly describe the advantages and disadvantages of each conversion strategy (parallel, pilot, phased,
and plunge) as they apply to the Central London Congestion Charging Scheme project.
Parallel:
By bringing the system online – but refraining from collecting tolls – project managers can assess the entire
system’s performance without upsetting drivers with any toll collecting errors. In fact, drivers wouldn’t even

While London might test their toll charging scheme on a smaller city, it isn’t likely to find one that would
volunteer. By testing on a few roads heading into London, developers could ensure that critical technologies

A phased approach would give the developers obtain real-world data and the opportunity to work out

No set of testing methods can substitute for real-world volumes and malfunctions one can expect from such a
massive system implementation. Given the public’s presumed sensitivity about a toll-charging system, the city
