Even in prison, citizens can exercise certain constitutional rights. One is the right against
cruel and unusual punishment in the 8th Amendment. When one is sentenced to prison for
wrongdoing, the sentence does not include subjecting the prisoner to murder, rape, or
assault. The government is responsible for individuals in their custody to see that they are
free from physical harm during the time they serve their sentences. In 2003, the Congress
passed the Prison Rape Reduction Act, which articulated wardens’ responsibility to reduce
sexual assaults in jails and prisons.
We also need to be concerned that the majority of prisoners are released, including those
who were assaulted while incarcerated. Individuals who have been raped in prison will
come back to society with myriad mental and physical health problems. Overall, violence
between prisoners causes a violation of the human rights and personal dignity afforded to
every citizen.

Law Enforcement and Ensuring Officer Resilience and Survivability (VALOR) program.
This program gives police officers training and technical assistance, and has created an
Officer Safety Toolkit with advice on how they can anticipate violent interactions and
survive them. In addition, local police forces may receive financial assistance from the
federal government for purchasing the newest stab-resistant and bulletproof vests.
