1. In a mobile society, our sense of place and community is challenged. Discuss some of the dilemmas

and challenges in defining “community” today. Provide some examples of how our sense of place is

changing and how these changes are affecting the practice of community development. Explain how

and why residents and practitioners may define their communities in different ways.

2. Public participation is at the heart of community development. Briefly define public participation

and explain how it has been used in federal and state programs over time. Why has public

participation been such a controversial issue among local government officials, community–

development practitioners, and local residents? Do you believe community control is sustainable?

That is, can it be maintained or sustained over a long period of time? Why or why not?
