Worksheet Flores Settlement
1. What is the history behind the Flores Settlement? Especially in 1997 & 2015?
The history behind the Flores settlement is that families who entered the United States,
their children would be separated from them and they were treated badly in the detention
centers. In 1997 Flores Settlement Agreement happened but before that, It was the U.S.
government’s detention policy for migrant children that they were not treading the
migrant children in the right way. They would be separated from their families and most
of the migrant children spent more many years in the detention center. The migrant
children would spend many many years with people who they don’t know and their
lifestyle was like a prison lifestyle. In 2015 migrant children were being detained in
family immigration detention centers with their parents because the federal government
violated a settlement agreement.
2. Select one of the 2015 six remedies listed on p. 2-3 of “The Flores Settlement: A Brief
History and Next Steps, February 2016” document and comment on what that point

I chose the fifth remedy listed on p. 2-3. In my opinion that point is discussing that the
place that families and children are temporarily being held is a terrible and a scary place
and the government should improve the conditions. That point was important in
addressing the situation of unaccompanied minors because children and families
shouldn’t be treated in a bad way and in a scary way even though they are at Border
Patrol facilities.
