Willowbrook was a school designed for the mentally challenged in the late forties. In
those days people were not aware of mental disabilities. People sent their children there to
receive assistance they could not offer or the mentally challenged was sent there due to the lack
of knowledge the parents did not have for their condition. No one could have imagine the abuse
the patients would endured.
The first ethnical code that was disregarded at Willowbrook was promoting the welfare
of the clients. The conditions were horrid. Their hygiene was not kept, some was left in their own
urine and feces. Mr. Rivera (1972) stated it was overcrowded, inadequate sanitary facilities, and
