Throughout this research a question needs to be answered in order to be able to discuss
what Federalism is all about. Federalism is what the government, states and regional
government relies on to operate. It is refers to as the political system in which local (territorial,
regional, provincial, state, or municipal) units of government whose specifically protected, as
well as a national government, make final decisions on at least some governmental activities
(James Q. Wilson., John Diluio, Jr., Bose (2014).
