THE BACKGROUND
The former Spanish colony of Montaro was split into five different
countries. Four of the five newly independent nations struggled to
cope up with their recently acquired status and greater
responsibilities. Corruption was endemic and mal-administration
under dictatorial regimes was the rule. They figured low on most
indices of human development like per capita income, health,
education, sanitation etc. Civil unrest and high crime rates
threatened to tear apart the social fabric.
Casara was the lone success story – a nascent but vibrant
