Dear Washington Department of Ecology and Department of Transportation’ staffs
My name is Megan Nguyen. I am studying Sustainability in Land Usage and Management at
Everett Community College. I noticed that there had been several undeveloped areas in Everett
being purchased by construction companies, followed with clear cut practices to build new
apartments and townhomes. I do understand that these lands, sold by the state of Washington, are
declared as subject to alteration by human activities in Revised Code of Washington 79.70.010;
however, I do not think that those projects were necessary or justified for anyone in the city of
Everett, and those lands should instead be protected under the laws.
An excessive amounts of new apartments, to me, does not seem to greatly benefit any residents
of Everett. As I drove past multiple roads, almost every apartment I saw had their leasing signs at
the entrance. Davidson (2016) reported in the USA Today that the vacancy and rental rates in
