1. What are some strategies for determining what government is actually ‘doing’? Which are the
most realistic?
The federal public service is therefore, set up by an interlocking web of legislation, and administration
by individuals acting to pursuant to legislative power. The first step in a legislative overview of the
federal public service is to define and delineate; to do so, it is necessary to define four categories or
subsets of the federal public sector;
• The core public administration
• Separate agencies
• Departmental corporations
• Crown corporations
The first two categories are referred to collectively as the federal public administration; however, they
will simply be referred to as the federal public service. The fourth category is not part of the federal
public service. The third category of departmental corporation often overlaps with the previous two
categories.
2. Working from the extensive nature of this general framework of public administration, can you
think of areas that are not covered in this handbook (authors had to stop somewhere), but could
be in the future?
These ideas emerged from efforts to improve specific programs or smaller organizations, often at the
