Athens is considered by many to be the city where democracy was born. According to
Pericles “power is in the hands not of a minority but of the whole people”. The rich and the poor
were equal in law. Poverty did not keep citizens in “political obscurity”. Pericles speaks of the
respect people held for the law, and the democracy in the ancient city-state. Pericles continues to
idealize Athenian democracy more and more. He even declares Athens “an education to Greece”.
