Executive Summary
The recruitment process is one of the most critical and important human resource
management functions in an organization. In order to succeed in creating a competitive
advantage with human capital, organizations need to develop a recruitment plan that produces
quality hires using the most cost effective and efficient means possible. It’s common knowledge
within my organization, the Department of Family and Morale, Welfare and Recreation
(DFMWR), that the recruitment process is severely flawed and inefficient to say the least. This
brief will focus on the inefficiencies in our organization’s recruitment pipeline that either turn
highly qualified candidates off from applying for a position with our organization or discourage
them from completing the in-processing paperwork due to frustration with the *untimeliness of
the system and recommendations for change. We will use “time to hire” as the metric used to
