EXECUTIVE SUMMARY
We last amended the United States Constitution more than a generation ago. (Corwin,
1978) Since that time, revolutionary changes continue to surface, ebb and tide
throughout our states, country and the world.
From immigration reform, to universal health care as a right of citizenship, questions
that fundamentally challenge both public and private law continue to beg the question of
whether or not our society has outgrown the very framework of the United States
Constitution as a whole. And if so, what government structure and outline of our rights
and their provision would be a more effective mechanism to replace it?
CHAPTER ONE - BACKGROUND
During the Twentieth century, we have amended the United States Constitution twelve
times. The last time being in 1992 with the amendment to the timing of Congressional
salaries.).
The list of Twentieth century amendments to the Constitution is a stark reminder of how
necessary and pivotal amendments to the Constitution are to our country. Where would
we be now without women’s suffrage? A repeal of prohibition? Popular election of our
