PROJECT MANAGEMENT – STANDARD
OPERATING ENVIRONMENT
<PROJECT 3S: SWEET SOE SUITE>
EX E C U T IV E SUM M A RY
The project 3S intends to develop and deploy a Standard Operating Environment (SOE)
for all users in Curtin University’s Bentley campus to drive greater efficiency in academic
services and to improve the quality of helpdesk support at reduced cost. Project 3S also
enhance the in-campus internet security by preventing illegal internet activities and
protecting against malware and viruses. Project 3S also constantly maintains and
upgrades its compatibility to keep up with the current technology.

The benefit of this project aligns with Curtin University’s mission statement, which is “to
commit to innovation and excellence in teaching and research, for the benefit of our
students and the wider community”. Project 3S will provide the fundamental
infrastructure to do so. SOE is a proven effective methodology adopted by most
multinational enterprises and top universities. Curtin is recommended to follow the lead
and provide convenience and benefits to the students and faculties at high priority.

The scope and business cases are presented in the project charter (Appendix A) in details.
The following breakdown will explain the rational one by one.
LOCAL HOST AND VPN
One of the opportunities mentioned in SWOT analysis is to save server leasing cost.
Almost all students will have chances working or meeting from home due to vacations or
personal/sick leave. Not to mention that there are OUA students and international
students who learn online. However, Curtin’s internal systems such as LMS and Oasis
will have better system performance if the server is not public. In another word, cost of
leasing external servers will be saved if the internal systems are locally hosted. The server
will also be prevented from external hacks such as DNS attack.
In that case, VPN client mimics the campus network environment and is necessary for
