On the morning of August 4, 2019 there was an active shooter, opening fire on
innocent individuals in the Oregon District of Dayton. This tragic incident left nine dead,
and 17 people badly wounded. When officers arrived on the scene, they witnessed
bodies laying lifeless and others running for cover. Investigators are still unsure whether
the mass shooter was intending to shoot his sister. It took the police only 32 seconds to
stop the shooting that resulted in his death.
Betts, the active shooter had many other choices. The most apparent choice
would have been for him not to start shooting in the direction of multiple innocent
people. The opportunity cost would have been him living instead of being killed by the
