After reading Isaiah Berlin’s Two Concepts of Liberty paper, it is evident that there is a
common theme throughout the paper. The common theme would be the two senses of freedom:
positive liberty and negative liberty. Berlin spends the majority of the paper explaining negative
and positive liberty through the use of different examples. One example Berlin uses is John
Stuart Mill’s position on negative liberty.
