No Child Left Behind: English Language Learners
During the civil rights era of the 1960s, the Bilingual Education Act was passed by
Congress under President Lyndon B. Johnson. This law provided financial aid to schools to help
students who spoke little or no English. In the 1970s, questions about the benefits of bilingual
education began to arise. By the 1990s, opposition to bilingual education began to grow. At the
end of 2000, Arizona voters passed Proposition 203 mandating that teachers use English only for
