President of Bolivia, Evo Morales, has fled from Bolivia to Mexico where he was granted
asylum. Morales has been president for fourteen years and intended to extend his power in a
fourth consecutive term. Morales called for a court appeal to rescind the legal limit for reelection
arguing that the law violated human rights. “It is up to the Bolivian people to decide.” Up to this
point, he is correct. In a true democracy, government serves the needs and desires of the people
