To the chair of AdHoc Ethics Committee;
This report includes some evaluation of ethics issues about Marmaray project and some
recommendation about this issue by analyzing the main problem. There is not only just a
one problem, there are few problems about the whole system. Problems about the project
and some possible consequences of these problems and recommendations related to the
issue will be pointed out in detail.
First of all, it is claimed that Marmaray did not tested 15 days as TV SD suggests. It did
not make sufficient trials before it starts functioning. This is a prior requirement of a
system and it is far from being negligible. With respect to TV SD the system should make
at least 15 days trials and some prototype drives should be done in order to prevent some
problems about security. [1] Since when it did not try well, it may occur some huge
problems for both peoples and also the system. During its 15 trial duration, the deficiency
of the system appears and if there is any fallacy, it can be prevented before it leads some
much more important damages on itself. This trial process is also play an important role on
security of people. Since, if the prevention of risks is completed, the risk of human life will
be decrease directly. That’s why this trial process has a crucial importance for welfare of
humans and the system. It can be said that Marmaray Project ignore these welfare of
people and it creates irresponsible image towards humans. It ignores the security of human
and it can be easily said that it behaves against the human rights about their life. It is far
from being ethical.
Secondly, as matter of fact Marmaray is more comprehensive project and it has lots of
stations upon long distances. However, Marmaray is opened as being put into the service
in sections in order to catch the elections. [2] It may lead some further problems for
instance signalization and control center would not operate properly and invite serious
collisions. It is a highly risky behavior and its importance is far from being negligible.
They failed to fulfil an obligation and in order to catch the elections they made a big false
in terms of ethics. They tried to strengthen their power regarding the risk of human life.
This action is against ethics and its consequences and effects should be urgently taken into
