Lee Transfer Station
General Information:
The Lee Transfer Station, established in 2003, is managed and operated by Roger Rice who
joined the facility in 2007.3 He is assisted by full time assistant manager Chip Bellyea, and part
time operator Josh Stevens. Two other employees are remain “on call” for emergency situations.
The NH Department of Environmental Services issues transfer station licenses from level 1 to
level 4. A level 1 license would be sufficient certification for a basic transfer station operator. To
manage a facility however, one must hold a level 3 or level 4 license. Roger and Chip hold level
4 and level 3 licenses respectively.1 Roger obtained a Bachelor of Business Administration from
Belknap College, and in addition to his level 4 certification, has served on the NRRA (Northeast
Resource Recovery Association) Board of Trustees and as Treasurer since 2009. He “also served
as Chairperson for the NRRA’s monthly M.O.M. Meetings (Members/Operations Marketing
Committee Meeting).3 The facility has a yearly budget of $300,000 which covers salaries,
