The proposed evaluation will take place at Kempsville Treatment Center in Norfolk, Virginia.
It is a compound that has five buildings and another one for the partial program building that is
also included in the center. When you walk in, there is a double set of doors that you walk
through leading to the reception desk, and two waiting areas. Right down the hallway behind the
reception is the offices for the administration personnel and conference rooms. There are also a
couple of rooms separate from the rest of the rooms for patient intakes. The center has two
floors; the top floor is the acute part of the center and the bottom floor is for the long term
residential population. All the doors are locked to patient areas and must be unlocked by a key
that only patient staff and administration has. The building is very secure. Both floors have
several rooms that are for the population’s education classes and then there are therapist’s offices
