Health Information Technology has come a long way as it is used to assist in optimizing
patient safety and health care quality. Advancements in Health Information Technology has
renovated paper filing management into electronic medical record data. Health Information
Technology provides data which assists organizations such as, providers for the treatment
for their patients, payers by verifying eligibility for treatment and to determine medical
necessity for care, outcome measurement projects that researchers are able to rely on, and
regulators and policy makers by helping making decisions that will ensure public health
and well-being of individuals. Data is organized by objectives of meaningful use that
includes three stages, an example of each is as follows, stage one the data is apprehended,
stage two exchange and shared data takes place, and finally stage three concludes
measurement of performance outcomes. Meeting new objectives is far from easy to
achieve, and viewing meaningful use as an IT project will only lead to dilemmas because
some may not think it will progress in the future. Foundation is given to organizations to
begin with stage one, which is needed as a requirement to successfully improving in the
future. If an organization does not rely on the foundation pieces that is provided,
