In 1973 the Texas Legislature enacted the title 3 of the family code to form the statutory basis for juvenile laws. This was
basically the beginning of the juvenile justice department in the state of Texas. Now the purpose of all this was to provide care and
development to a child along with the goal to remove stigma of criminality from the unlawful act of the child. They strived for the
Juvenile Justice system to save a child’s life at an early age by treating these young adults different from adult offenders and offering
rehabilitation programs for a life change instead of putting them into adult jail/prison general population. So, the separation of young
adults and adults was for a pretty good cause, but is the Juvenile Justice really working?
In result of my question I plan to test my question by researching the Dallas Juvenile Justice population and see around how
