Human capital is the foundation of all businesses and government services. It serves as the
basis for program development, staffing, performance, and outcomes. People are at the heart of
the organization, from deciding the types of work required to hiring and developing employees,
assessing results and making strategic improvements to improving processes. Employees in the
public sector function as both architects and agents. They prepare and execute the facilities.
Human, financial, information, and time benefits accrue to organizations. The human element is
the most crucial of them all. All the money, advanced computer systems, and time invested
would be wasted unless the right people with the right skills and motivation are in the right jobs.
The foundation of project achievement is strategic human resource management. Human
capital, as financial capital, refers to the organization's combined talents, knowledge, and
motivation. The achievement of public objectives requires a competent and well-managed public
service workforce.
Human resource (HR) roles are structured to help organizations get the most out of their
employees. When a plan is applied, the HR lifecycle starts. The roles are all in effect, all the
time, from the formulation of job requirements to hiring decisions, training and expanding the
workforce, and separating employees as they leave the company due to resignation, retirement,
or dismissal. Position management, recruiting, selection, performance appraisal, rewards and
benefits, training and growth, and grievance and appeals processes are the seven tasks that
are categorized in hierarchical merit systems.
The Pendleton Act, passed in 1883, marked the beginning of merit-based civil service. Prior to
its passage, federal work assignments were made based on political partisanship, rewarding
