How to get talented people to work in the middle of nowhere

Jobs are out there, just not where people want them.
Summary
With all the massive amounts of people who are deciding to go to college there is a
massive increase in educated people without the jobs to meet them. Or so the majority of people
think, while there is a large amount of people graduating from college they wish to stay in or
near the city from which they graduated from. This leads to a problem because all of the jobs
requiring a decent education are already taken from previous generations. However in other
states without the massive student population in some cities there awaits a large need for
educated people.
