important sentence because the author is already describing what is the problem with the
GIS and cloud. There are no doubt government agencies are using GIS technology for a
while example in 2017 the US Military went from aerial photography to satellite imagery.
Using the GIS technology now they have real time data and are able to create maps,
analyze terrain, the enemy capabilities, what obstacles are on the way and how to avoid
them, etc. This allow the commanders and troops in the field to make tactical decision
and to evaluate and re-evaluate their plans, movement and strategy. But this is the sort of
thing O’Doherty is outlining on this article, the government agencies take advantage of
