The phenomenon described in the case when Kaiser’s project “ballooned into a seven-year,
$4.2 billon effort” is referred to as scope creep in the technology field. There are several
reasons scope creep can impact a project. According to Wikipedia, scope creep can occur in
an Information Technology (IT) project when there is a lack of project management,
improper change management or change controls, inadequate communications between
project teams, or missing or overlooked project requirements (“Scope creep,” 2016). The
