Abstract
In this case study, improvement study was carried out on a building, which was done
earlier based on the regulations that the UK government had published in an earlier.
Structural reforms have been undertaken by examining the mechanical, electrical systems
and solar light utilization factors by predicting the energy consumption in the building.
Building heat dissipation systems and interior façade design were modified to achieve
heat recovery, while heat losses were reduced at the same time. The carbon emissions have been
reduced by ensuring the efficient utilization of the sun light.

Introduction
Buildings have important figures in total energy use. This numbers known as at least 40
percent of daily using. In European region, 40-45 percent of daily energy using is absorbed by
buildings. Mostly mechanical and electrical (M&E) equipment which is using for heating,
ventilating and lightning systems of the building, are the results of this striking figures.
Energy consumption is increasing last years due to increasing construction sector. As a
result of this increasing sector some regulations has necessarily created. Researchers discovered
that, energy efficiency technology has a potential to reduce the carbon emission around %60.
In the UK, Government has published a legislation to achieve energy conscious
buildings, promote energy conservation and also save the environment in 2006.
This case study analyses and discusses a new office building which is against the
regulatory in England and shows the ho energy consumption technology can contribute the
energy saving methods.
Design / Methodology
This case study is a good instance of energy conservation. This study analyzes and
evaluates Part L building regulation. This sample office building is chosen by author of the case
study, when he was working in this project as a lead engineer. The main reason to be chosen this
structure is a good example for adopt to energy improvement and energy conservation.
Part L building regulatin is a legislation which is published by the Government in 2006
under the 4 main title:
(1) L1A new dwellings (ODPM, 2006a).
(2) L1B existing dwellings (ODPM, 2006b).
(3) L2A new buildings other than dwellings (ODPM, 2006c).
(4) L2B existing buildings other than dwellings (ODPM, 2006d).
Part L2 of the regulation has been chosen because of different reasonable provisions
which was prepared for fuel and power conservation. In incident:
