Chairman Xi Jin Ping: Planning and promoting reforms at higher level of starting
points
It the by the Xin Hua Beijing Press that Xi Jin Ping, who is the Administrator of
China’s Communist Party, Chairman of People’s Republic of China, State Army’s
Chairman, organized the 38th meeting on the afternoon of 29th August 2017. This
meeting was held to promote reforms from different aspects. Xi emphasized that
change was a critical task for our significant and historic competition in the
contemporary era. Therefore, while engaging in reforming activities, it was also
essential for the administrative team of PRC to strengthen the leadership role of
Chinese Communist Party. We must stick on problem-oriented and concentrate on
executing reforms, as well as consolidating people’s recognition and application of
those rules of changes. The target task was to carry out reforming activities, to plan
and promote reforms at higher starting points. In the meantime, we should reaffirm
ultimate goal of change, strengthen courage to engage in reform activities. We must
make the best usage of innovative experience have accumulated since the 18th
meeting of China’s Communist Party. We must stick to our goal till it is realized. The
longer we stick, the closer we can approach the objectives. We should hold up to the
end and carry out reforms from different aspects.
Attendants of this meeting included Li Ke Qiang and Liu Yun Shan, both of whom are
group leaders of Central Committee of the CPC Central Committee Political Bureau
and the Central Comprehensive Reform Leadership Group.
In this meeting, the attendants had reached agreement on a series of rules and
principles, including “Several Opinions About Modifying Major Functional Area’s
Strategies and Systems”, “Opinions About Investigating and Constructing Long-term
and Effective Mechanism to Integrate and Govern Farming Capital’s Gathering and
Management”, “Reform Schedule about Compensation Systems for Environmental
Damage and Loss”, “Instructions on Constructing and Modifying Village Supervision
Committee”, “Opinions About Constructions on Strengthening Judges’ and
Prosecutors’ Regularization of Professionalization and Full Implementation of
Judicial Responsibility System”, “Frame Opinions About the Reform of
Comprehensive Judicial System in Shanghai, China”. In the meantime, the meeting
approved several reports, including “Supervision Report on the Implementation of
Responsibility System for Poverty Alleviation,” “The Report of the Ningxia Hui
Autonomous Region’s Pilot Work on Spatial Planning(multi–regulation).”
It was pointed out by attendants at the meeting that to construct central functional
district was one grand strategy to protect and guard development of economy and
Eco-environment. To modify major functional district’s procedures and systems, it
was essential for different entities to ensure that the fundamental system’s role played
by major functional areas in the process of protecting state’s land space exploration.
Meanwhile, it was also of great importance for the government to promote
comprehensive implementation and execution of basic layout of major functional
districts, especially in cities or towns within China. It should also be noticed that the
government should modify a long-term mechanism which targeted at promoting
synergy and differentiated strategies executed in major functional districts. The
regulations and different levels of departments should accelerate systematic reforms
and legislative constructions to optimize the layout of state’s land space exploration
and protection. All of these could be served as a consolidated foundation for
