Introduction
For years, the United States has been using the consent decrees to tackle police
misconduct. The first time it introduced the consent decree to target police misconduct in its
police force was when the Justice Department of President Clinton signed a consent decree with
the Pittsburgh police force. At that time, the agreement briefly turned the Pittsburgh police force
into a widely emulated police department. This was before the decree was lifted in 2002 (Alpert
et al, 2017). Consent decrees have continued to be popular in numerous police departments as
many of them view it as a mechanism that allows them to avoid expensive and protracted
litigation against the federal government. However, some police chiefs have given the consent
