Introduction
Decentralization means redistributing or dispersing functions, powers, people or things away from central
location or authority.
In government theory, there are two models of nation forms, which are federal nation and unitary state.
The model of federal nation starts from a basic assumption that this nation consists of some country or
independence states, that having their own sovereignty. Those counties and states are dealing to make a
federal country. The founder’s country of that federation changes the status to be state or administration
area with specific name in the federal. In the unitary country, their basic assumption is different from the
federal nation. The form of the unitary country declared when the freedom announced by the founder of
the country with claiming all the areas of the country as one nation.
There is no agreement with the local authorities, and also another countries, because it assumes that all
the area that already in it is not an independence area anymore. With that rule, this type of country tends
to make provinces or areas and also giving them authorities from the central government to take care and
fulfill of their environment needs. It also assumes that the country is having the biggest power. Basically
