Traffic in London was bad. Drivers spent half of their time waiting in traffic, which
incurred 2.3 minutes of delay per kilometer. Responding to the problem, the city
implemented an IS system to control the traffic flow, in which contained 699 cameras at
203 sites. The vehicles now paid a daily toll, otherwise, would be fine $130. In ten years, a
revenue of $2.2 billion will beused to improve the public transportation system. Overall,
the new IS system saved 2 to 3 million driving hours every year.
The managers had faced several difficulties when they implemented the project. First,
there was no preexisting model to follow. They also faced challenges in integrating new
technologies, camera recognition accuracy, and political risk. On the technology aspect,
among the five components (the camera component, image storage process, the
telecommunication link, customers service, and network of retailing), image storage
process was the most challenge due to a huge data processing. Each of five system
components was put on auction for bidders, and Capita bid for image store, customers
service and network of retailing. The project was successfully delivered on time and on
budget
