Cyber Security
After September 11, 2001, mainly known as the 9-11 attack. Reform has been proceeding
in regard to the federal, state, and local homeland security, law enforcement, and intelligence
organizations (Steiner, 2009). National security is defined as a federal, state, and local matter
(American Government, 2017, Pg. 93). The American population today has incorporated the
Internet as a part of their daily routine by using it for conveniences, critical services, and
economic prosperity. However, the cyberspace has caused a continuous cyber risk for the United
States.
Cyberspace is an independent network of information technology infrastructure. It
includes computers, internet, telecommunication networks, information systems, communication
systems, computer processors, and controllers (DHS Cyber Security Strategy. 2018). Some ways
to aid the Nations issues regarding cyber security is to create a National Cyber Strategy, and the
Department of Defense cyber strategy. The National Cyber Strategy will ensure the American
people will benefit from secured cyberspace. Whereas, the Department of Defense cyber
strategy, outlines a plan to “defend forward” by going after threats before reaching its targets and
disrupting the malicious cyber activities at its roots (Wolff, 2018).
National Cyber Strategy will outline how the United States will defend the American
people, the homeland, and the American way of life by protecting the systems, networks, data,
and functions. It also promotes prosperity by fostering a robust domestic innovation and
nurturing a secure, thriving digital economy. By strengthening the United States ability to deter,
and possibly punish those who use cyber tools for malicious purposes will preserve the peace
and security in the nation. Lastly, expanding the American influence overseas to extend the

critical tenets of an open, interoperable, reliable, and secure Internet (NATIONAL CYBER
STRATEGY of the United States of America, 2018).
There are three levels of the government, federal, state, and local that has a significant
role that plays into cybersecurity. The state and local government agencies play an essential role
in protecting the resident’s data, while the federal government help leads the charge on National
Cyber Security. In which both governments have more data on citizens regarding tax data, school
enrollments, licenses, etc. Data or valuable information is incredibly precious to hackers and
malicious actors (Goldstein, 2017). In fact, every state has its own information technology
security strategy; there is no set standard across the nation. For a fact, some states have
established groups and organizational structures that are more operational to respond to hackers
