explosives denoted in the air. Electrical boxes mounted on walls with holes in the sides and
spray devices mounted inside can be placed on a timer and remotely activated. Spray paints
and milk cartons can be implanted with devices which are activated by remote control. Leaf
blowers with added containers at the bottom provide a mechanism for biological distribution.
Dispersion devices take many forms some of which are difficult to recognize. Potential
targets are critical facilities, enclosed spaces, and facilities of significance to terrorists.
Chemical agents are effective and lethal. They are easy to obtain. Next, to explosives and
incendiaries, they are the simplest WMD agents to employ. Any chemical agent will generate
large numbers of psychological casualties
