Introduction
Federal Acquisition Review (FAR) part 15 lays down basic rules that are essential to the
smooth running of federal procurement. A rewrite in 1997 led to substantial alterations in the
source selection segment of federal contracting incorporating new policies and procedures
governing best-value decision, pricing, communication with offerors, and evaluation of past
performance among others[ CITATION USG03 \l 1033 ]. This process set the groundwork for
rules governing negotiated contracting today: means used by the federal government to formulate
an official source selection; competition for government contracts within the industry; and
