Competition Requirements
Introduction
Federal Acquisition Review (FAR) part 15 lays down basic rules that are essential to the
smooth running of federal procurement. A rewrite in 1997 led to substantial alterations in the
source selection segment of federal contracting incorporating new policies and procedures
governing best-value decision, pricing, communication with offerors, and evaluation of past
