INTRODUCTION
I. The Attention Step
1. (Attention getter/Relevancy statement): Do any of you know what
the total number of federal police misconduct systems operating up to
date are? Probably not because there aren’t any.
2. It is impossible that there are no misconduct cases against officers
when we see so many police shootings and beat downs on TV.
3. One would think that this system would be flooded with lawsuits and
complaints, but that is not the case.
4. People should pay close attention to this issue because it has
become a growing problem in today’s society.
A. (Credibility Statement): After watching the news recently it has come to
my attention the amount of cases in which police officers go overboard
and beat or even kill unarmed civilians for no apparent reason.
B. (Preview): So today I am here to talk to you about this issue that is
plaguing the country and what can be done to lower if not eliminate it.

II. The Need Step
A. Police brutality is the deliberate use of excessive force usually when
carrying out law enforcement activities. It has been going on everywhere
across the country.
1. Police have killed more than 920 people in 2015, so far…
2. How many times do we turn on the news or enter a news website and
see a new article about someone getting shot by cops or beaten to a
pulp and then they later claim it was all in self-defense?
3. Most if not all of you feel some sort of negative feeling towards this, I
