Sunderland City Council, a northeast England division of government, was forced to
implement change management to adapt to major budget cuts felt as a result of a 2009
recession. The council is experiencing what many do on a regular basis in business. Changes are
an inevitability in life, both professionally and personally. There are numerous environmental
factors, both internal and external that create pressures for change.
The pressures of change today in organizations are formidable. The competitive landscape is
ever changing. Economic conditions, labour markets, demographics, consumer preferences and
especially technological changes affect how business is conducted and managed.” (Kennet-
Hensel & Payne, 2018, pp. 19-20)
