Question 1: The hidden challenges which the Personnel Department (Department of
Human Resources) of Inchcape at Croxleys office has faced in the effort to transfer
the daily responsibilities of staffs to the professional managers are:
– The labor scale of Inchcape UK is over 3000 employees, the Company has 60
subsidiaries with 60 Directors General in UK. Two years after Ian took the position of HR,
presently the HR Department has 4 staffs: 01 HR Director, 02 HR Managers, 01 HR
Assistant. Thus, the HR Department handles a huge task, for example the training and
development manager must carry out 10 various HR activities each minute, consequently
hidden challenges arise and become gradually obvious:
+ The support from HR Department to the Director General of branches (60 Directors
General) is rather limited, HR Department has not assisted the Directors General to
understand HR strategies and policies made by HR Director Ian. Consequently, 60
Directors General implemented HR policies differently, specially the staff assessment at
two different branches is in different ways (good and not good).
+ Having not created an effective internal communication network to make condition for
3000 employees to understand HR targets and strategies consequently they would be
doubtful and not understand the implementation of HR policies of their Director General.
Employees would not believe in the Company policy and worry about their benefits would
not be protected by HR section. The fact that 95% employees do not know about the
existence of HR Department is a strange phenomenon.
– The nature of Inchcape Company UK is to take the results of work seriously, the
branches operate independently (and they must comply with the common principles of
labor law). Since Ian applied the new model of HR management, the Directors General are
completely independent and they solve HR matters relating to their employees themselves.
Some of Directors General also think that they do not need HR Department to participate
in their branches. The inferior staffs (middle leveled management) know about HR
Department a little or even do not know anything. It shows the blurred role of HR
Department, so it is difficult to implement HR strategies and policies widely and
completely.
– Regarding the company cultural structure: presently Inchcape UK is similar to a country
which is divided into many small territories with various and different culture. Employees
