PLAN OF EVALUATION
INTRODUCTION
For various reasons and circumstances many parents choose to enroll their children and
sometimes even themselves, into early childhood programs in an effort to kick start their child’s
education. Regardless of any explanation that may apply, parents looking for a program to enroll
their children in hope to prepare their child as best they can before entering into grade school.
Today more than ever, parents are making every effort they can to prepare their children for their
academic careers.
Choosing between the Public and Private sectors can be a difficult challenge especially for first
time parents, and a wide variety of factors can be in play. For some, the cost of the private sector
is simply too great a burden to bear whereas limited spacing in the Public sector makes
enrollment a game of chances. However situations do exists in which parents have a choice. Both
systems aim to introduce early grade school curriculum and establish fundamental habits
necessary for early success. In theory, Private Pre-schools would generally have more resources
and should have more success than those that are in public programs such as Head Start and
prekindergarten.
This evaluation will analyze the progress of students in grade school after leaving preschool. The
promises of preschools will be put to the test and by the end the analyst will be able to deduce
A BRIEF HISTORY
Preschool education began in America with the Head Start program that was created by the
President at the time Lyndon B. Johnson in 1965. He organized a plan that would open up half-
day programs for low-income families to send their three to four year old children to school to
make up for any lost educational gains for having lived in an impoverished community. The
Head Start program was very successful but couldn’t accommodate all the families that qualified
and not nearly as many as those that demanded it. As a result many states adopted
prekindergarten courses for their school districts that would mimic the Head Start programs goals
