Enforcement(BOEMRE)
o 3 strong agencies launched 10-1-11 with clearly defined roles
▪ bureau of ocean energy management(BOEM)
▪ bureau of safety & environmental enforcement(BSEE)
▪ office of natural resources revenue (ONRR)
• BOEM governed by wide variety of laws, regulations, communications
o Submerged lands act 1953(SLA) – individual state rights to
submerged lands natural resources.
o Energy policy act 2005 grants BOEM lead management
o US Exclusive Economic Zone(EEZ) area joining territorial sea
of US-200nautical miles from coastline
o Oil pollution act 1990(OPA 90)-gives secretary of Interior
authority over offshore facilities/pipelines minus deepwater
