The Colusa City Council has gotten many complaints from citizens in the
community about the smell of marijuana in various neighborhoods in the City Colusa.
Some citizens have seen it as a safety hazard and as a way for crime to make its way in
to our little town. The Cultivation of marijuana has not only become a problem in the city
of Colusa but also a public nuisance in many neighborhoods.
The Colusa City Council is granted their power to enforce the cultivation of
marijuana regulations from the state and federal levels. By the principles of devolution
as Patterson explains in the text is “Pass down authority from the national level to the
state and local levels” (Patterson 86). As Patterson explains this principle of devolution
allows the federal government to pass down powers to the state level then the state
passes down power to the local levels. This grants local level powers like the Colusa
